National Energy Efficiency Action Plans
Pursuant to the EU Directive on energy end-use efficiency and energy services (ESD), Member States must deliver national implementation plans in order to demonstrate compliance with the Directive. These National Energy Efficiency Action Plans (NEEAPs) shall describe the respective energy efficiency improvement (EEI) measures planned to reach the indicative savings target of 9 percent and their estimated impacts.
The Directive specifies that the first NEEAP was due in mid 2007, the second and third one are to follow in 2011 and 2014. They shall include thorough analysis of the energy saving effects of the so far implemented EEI measures.
The European Commission has set up a website displaying the 2007 NEEAPs submitted by the Member States.
The EMEEES project developed and provided to Member States a template and guide for the 2007 NEEAPs, and supported the European Commission with advice on how to assess these implementation plans with regard to attainment of the energy savings target.
Furthermore, as a part of the EMEEES project, the MURE* calculation tool was adapted to the needs for calculating the energy savings likely to be achieved by measures included in the Member States' NEEAPS, using benchmark values from EMEEES case applications where appropriate. The aim for this tool is to assess the plausibility that a Member State will reach its target with the measures included in its NEEAP.
Using the extended MURE tool, assessments of three selected NEEAPs (Germany, Italy, Austria) were performed. The analysis has demonstrated that the updated MURE tool provides an adequate common platform for the evaluation of energy efficiency improvement measures in a given country as well as for facilitating the comparison across countries.

| *MURE (Mesures d’Utilisation Rationnelle de l’Energie) provides
information on energy efficiency policies and measures that have been
carried out in the Member States of the European Union and enables the
simulation and comparison at a national level of the potential impact
of such measures. It has been designed and developed within the framework of the SAVE and 'Intelligent Energy - Europe' Programmes by a team of European experts, led and co-ordinated by ISIS (Institute of Studies for the Integration of Systems, Rome) and the Fraunhofer Institute for Systems and Innovation Research ISI (Germany). A permanent network of correspondents within energy efficiency agencies established in all EU Member States guarantees the continuous updating of the database MURE Database of measures. The MURE Database is constructed in five, entirely separate, sections, which contain the energy efficiency measures, statistical data and a simulation tool relevant to the four main energy demand sectors. A 5th database contains information on general energy efficiency programmes and on general cross-cutting measures. |
