How to ensure consistency between top-down and bottom-up calculations

The ESD monitoring system can include both bottom-up or top-down methods for monitoring and evaluation with one Member State. In order for it to be a harmonised system, the results of either bottom-up or top-down calculation must be consistent and comparable with each other. This requires that the elements of calculation need to be chosen in a consistent manner for both bottom-up and top-down calculations, and for the two evaluation targets introduced above: additional energy savings and all energy savings.

This section presents the elements that would ensure consistency, in the tables 1 and 2 below. It must be noted that only the elements of bottom-up and top-down calculations in either of the two columns of the tables: all energy savings and additional energy savings, respectively, are consistent with each other. Using the elements of bottom-up calculation from one and those of top-down from the other column of the tables would be highly inconsistent.
